Rumors, watching recent moves with Microsoft in regards to Linux, conspiracy articles and a few actual sourced articles are claiming Microsoft intends to move to Linux as the basis for Windows. Steven Vaughn-Nichols of ZDNet has been one of those proponents with his most recent article in Sept of 2019.

Re: Windows 11 runs on Linux?
Just as an FY,I the above author uses and promotes at times in articles, Linux Mint as his favorite OS. His interviews recently with Torvalds also point toward trying to get a single Linux OS that could become the standard and push Linux more into the mainstream.

With the nature of open source, a single linux OS could never happen IMO. There's too many people that use things like Slackware that would never accept a distro like Ubuntu. And Arch users that could never tolerate a non-bleeding edge. Etc.

I think there are enough mainstream users though who might accept a single or at least a few commercial Linux distros.

Re: Windows 11 runs on Linux?
Maybe, depends on who it was managed by. I know a lot of "mainstream" users still have issues with certain vendors, such as canonical. There's a LOT of negative feelings towards them due to how closely they work with MS, that a lot of users wouldn't tolerate that being their only choice. And if you're going to go mainstream distro's, honestly Ubuntu is the best possible release cycle. An LTS that's supported for 5 years (10 in the case of 18.04) for people who just need to work and don't want to spend their lives upgrading, and a 6-month cycle for those who feel the need to always have the latest and greatest. So any other distro that were to be seriously considered would need to have a similar release. No 9 month reinstalls are the only choice like Fedora, or horrendously outdated everything that won't run on new hardware without a LOT of work like CentOS. So you'd really need someone OTHER than canonical to have a sane release cycle for the mainstream to appease those who hate Canonical for no other reason than for being Canonical.

Microsoft intends to use Android with the Surface Duo so things are ever so sliding in that direction.

A lot of people are actually hoping MS can help fix the Android mess. When you look toward the company that brought you Windows BOB, Windows ME, and Windows 8 to fix your OS, you know it's bad...
